Berkeley, California--The California legislature this week approved a budget bill that would release $60.4 million for tobacco-related research to the University of California (UC). The funds, from a 25-cent-a-pack tax on cigarettes, had been held up in a legal dispute over how the tax should be distributed. But the legislature put two restrictions on the money: a requirement that the state Department of Finance approve plans to spend the money, and a ban on the funding of "research or other activities of a partisan political nature." UC faculty members have objected, and the university itself says that it will interpret the restrictions in a way that will not infringe academic freedom. Skirmishing on this issue seems far from over.
